It depends , if its your hair , use conditioner , if its your clothes , use fabric softener , if its your house , you need to boil water or get a humidifier . Keep a glass of water by your bed every night.

Nylon and rubber are the problem.
Get wool carpets and wear leather soled shoes. You need to be able to conduct the static out of your body, because if you have insulated shoes (rubber or nylon soles), the static just builds and builds in your body because it has nowhere to go, til you touch a conductor.
If not possible, just make sure that when you touch things, you do it forcefully. You want to ensure that the tiny gap that exists between the conductor and your fingers, across which the spark jumps, exists for the shortest possible time.

You need a humidifier added to your heater at home.
If you can't afford that, I know my mom alway kept a pot of water boiling on the stove to get moisture into the air in winter.
Or just buy a simple cold water mister and run that when the air is very dry.

You need a humidifier to add moisture to the air.
If possible, keep air humidity above 30% r.h.
Tip - if the air in your room is very dry you could try keeping an open wide dish of water handy - this will evaporate and moisten the air nearby
