Sometimes this court stuff a joke. What you have to do, which sounds totally stupid, you have to go back to court and get another judgment for him not obeying the first judgment. It called; "Contempt of Court". I not sure it really do much as the first order did not seem to.

You don't say the Country that you in! so its a guess - depending on the judgement, you can put a lean on his property., but in most cases like that - you will have to wait for the sale of the property to see any of your money. If there are other creditors, with leans on your x-s goods, you may not see anything! You could, if in Canada, go to Small Claims Court, up to $5 Grand - over 5 Grand - you have to go to Criminal Court - and you will need legal advice. Go to a Legal Clinic - go to a web site - there are many sources to find out what you can do. The people on Yahoo!Answers are only able to give an opinion - you didn't give enough information on the judgement, how old it is, the amount, what for, etc.... so this is the best advise your going to get. In some states and in Canada, there is a statue of limitations. I hope you understand. Good Luck!

I am guessing that this is steming from your divorce. You probably had components to your divorce decree that stated he was to pay you something, i.e. the retirement and medical bills? As it is, you should probably consult with the attorney that did the divorce for you in the first place because things differ so much from state to state. My guess is going to be that a Qualified Domestic Relations Order needs to be filed with the employer (or other entity) that holds your husbands retirement, and it was never done.
Basically, I would consult with an attorney in your area and see what needs to be filed in order for you to receive your portion of the retirement as well as the medical coverage.
