You can't tell unless you know how regular your periods are and the time between your periods.

Women's menstrual cycles vary enormously - from around 20 days to 6 months in some extreme cases (yep... thats SIX months!!!). Not only that but some women vary each month.

The "normal" is around 28 days but don't get too freaked out by "normal"... if yours is 21 days or 54 days then that's "normal" for you... it's just that most women average about 28 days. If you are average then 30 Sept + 28 days = 28th October

A woman on a regular menstral cycle would get her next period 28 days from when her last period started. Thus, if you got your period on Sept 28th, I would expect the next one around Oct 26th. Since many women are not perfectly regular, it could be a few days after that. Of course, high stress and excessive exercise can delay your period as well.

Most women have 28day cycles but it varies for the individual by a few days. Count 28 days from the 30th = Oct. 28th, so somewhee around then your menses should start if your cycle is regular.

Typically, a woman's cycle last 28 days. There are variations, of course. It's not uncommon to have cycles that are 24-32 days. You just have to mark your calendar each month to determine your "normal" cycles. Some girls are never really regular. Birth control pills can help cycle regulate.

Usually for woman with normal cycles you would recieve your period 28 days from the last day of your period. I have PCOS so I never get mine so I've done a ton of research on the issue.
