Have you tried downloading the file to your hard drive and then try to open it? If it still won't open, perehaps it has a non-standard marker or other feature coded into it. Ask the person who sent it to you what happens when they try to open it? They should tell you exactly what application opens to show the picture. Do you have the same application installed on your computer? If not, ask your friend to open the file with a standard type of software. For a JPEG or GIF image, ask them to open it with their web browser such as Internet Explorer. If it is a JPEG or GIF format file and will not open with a web browser, it is not a standard coded image file. They should use an updated image editing application to open the file and save it as a standard JPEG (for detailed photos) or GIF (for line drawings and simple cartoon-style images).

You didn't mentioned which program you use, if you use outlook go to tools->option->security then unchecked the option that say " Block images and other external content in HTML e-mail , and another one that say : " Do not allow attachments to be saved or opened ...." .
and if your problem is in a web base mail ( like yahoo, gmail ...) maybe you have a firewall program that block the attachments like Zone alarm or Norton Internet security .....
