If you do not have the WEP or WPA key or username/password to the wireless hotspot, you will not likely get connected and you can't do anything about it since it is not something you pay for.
Secondly wireless hotspots are not located in all areas and going to be very dependent on those who have wireless AP (though 802.11n is trying to expand the horizon and distance).
As for being in car and travelling, I would recommend the Wireless AirCards that utilizing cellular wireless tower to connect to the Internet. Those are monthly service fees and you need to purchase the card. Again, it is not anywhere and everywhere but it covers most of the cell phone companies area (not all yet since they are still building the tower).
My company utilize Verizon wireless service and it runs about 124kb up and 420kb down (depending upon location).
That is the best means to have Internet whereever you are for most areas. There use to be a anywhere Internet Service through Satelitte phone services but it closed down last I remember and it cost like $240/month... But wireless card service through cell phone companies are the next thing in

You will have problems using hotspots in a moving car even if you had the passwords, try a cellular solution like Sprint, $60 a month unlimited, always get internet as long as you can get a cell signal...

If you dont have he password you cannot acces the internet, and the internet can go with you but you will have to buy the service, Verizon has that service in which you can receive internet by satellite, but wireless hot spots stay put and go nowhere

You will have to pay for a hotspot subscription or add a wireless card from your cell phone provider to do this.
