No, because it's battery powered, as long as you have a licence for a set at home. This regulation covers portable battery powered tv's for use in caravans etc.

you can't watch tv on your phone, only clips that have been bought by your phone company. Copyright is paid by them. Anyway it's a lot cheaper to get a licence and watch tv than it is to pay for the clips you can get on your phone.

If you dint have a licence at home the answer is yes. If you are a student & your parents have a licence, the answer is no...as long as you use the battery rather than mains electricity (who would use the mains with their cellphones???).
