About 1/4 of an inch is good, but it also depends on the size of the mouse. A gap the size of its head is more accurate... If the mouse can fit its head through the gap, it can get through (and that can be a pretty small hole!).
Of course, if the gap is too small, the mouse might just chew the hole to make it a little bigger!

Had mice once, even caught one to keep as a pet...he was just too cute. Set him up in a hamster cage...escaped. Put wire through the bar so there was barely a 1/4" gap...he escaped. Decided to set him free. (was sick of hunting the little guy down)
Now this was your average field mouse not a baby. Was told they are able to squish their rib cage to fit into small holes.

Mice can get through any kind of gap. And if the gap is too small they will just eat at it and tear at it too.

You can pack the area with heavy duty steel wool (Not the flimsy kind soap pads are made of) Mice can not crawl or chew through that, you can find it at hardware stores

Believe me it is much smaller than you can possibly imagine. Less than 1/4 inch and they can scramle up pipework and all sorts.
