I am just adding to Silents response, the bios key may also be F1, F2, Delete, when the computer first boots up a message will pop up asking you to press a " ?? " Key to enter setup. Look for that key to enter the BIOS, the BIOS is what tells the computer what to look for at boot, if the CD/DVD is set as secondary boot device the Windows XP boot Cd will not have a chance to boot, rather the Hard drive will fire up the pre-installed Operating system. So, make sure in your BIOS the CD/DVD player is set as a Primary Boot device. When exiting the BIOS make sure to Exit and SAVE,......

First step is to make sure that your computers BIOS is set-to boot from CDROM drive. The exact procedure is drastically different for different BIOSes. The general procedure is:
1. At computer power-on, press the key combination that allows you Enter the BIOS settings screens. Typically its DEL or F2. It can also be F1, F10 or others.
2. In BIOS settings, look for options that says "Boot Sequence".
3. Set the Boot sequence to boot from CDROM first, then HDD.
4. Insert the XP CD into the CDROM drive.
5. Save the BIOS settings and exit.
6. This should restart the PC and the BIOS will attempt to load the OS from the WinXP CD first, giving you the option to format the PC and reinstall.

You may have to go into the BIOS and enable your PC to boot from CD or if already enabled, change it so it is the first device to boot from (it's usually the hard drive that the PC boots from first now).
Save your changes and reboot and you should see the Press any key to boot from CD...
message, so press any key and the process to install windows xp will start.
