It's up to your company's policy on the matter.

He is, if he has been granted permission by the manager. Typically that file drawer is locked and I know I never allowed my stand ins to view any personnel files. The stand in would need to go to HR for any questions or concerns and HR or upper management would take it from there.

As I understand it, the only person[s] who are allowed to look at your files at work, are your company HR [Human Resources] manager.

If you're having a problem with this at work, get in touch with your local Citizens Advice Bureau [its free by the way] and ask their advice. CABs are staffed by volunteer lawyers etc.

If you are a member of a union, ask your rep. If you're not in a union, shame on you, join today and protect yourself from 'them'.

It depends on if you mean PC files or paper files. And also if you mean personal or personnel.
If you mean personal, then you shouldnt have your personal stuff at work, and if it is on your work's PC then they are allowed to access it.

Each company will have different policies on this, but I would presume that he may well have someone 'in charge' while he is away, who could well look at your files.
