Pour 4 jugs of 17L into the empty bath (68L). If you then remove 5 jugs of the 12L (60L) you will be left with 8L in the bath.

Step 1. Fill the 12-litre jug with water and pour the water into the 17-litre jug.
Step 2. Mark the surface of the water in the 17-litre jug, and then fill it to the brim.
Step 3. Pour the water in the 17-litre jug into the bathtub up to the mark you put on it. You now have 5 litres in the bathtub.
Step 4. Repeat Steps 1 thru 3. You now have 10 litres in the bathtub.
Step 5. Pour all the water in the bathtub into the 12-litre jug. Mark the surface of the water.
Step 6. Pour the water in the 12-litre jug back into the bathtub.
Step 7. Pour water from the tap into the empty 12-litre jug up to the 10-litre mark which you put on it.
Step 8. Take water from the bathtub and fill the
12-litre jug. What you have left in the bathtub is 8 litres of water.

Fill the 17 litre jug up and dump it into the 12 litre jug. Take the remainder and put it into the empty bathtub. Do this twice. It will give you ten litres in the tub. Then take the ten liters and put it into the 12 litre jug. Mark the side of the 12 litre jug to note where 10 litres is. Do the above steps again to get ten litres in the bathtub. Then fill the 12 litre jug up to the point you have marked which would put ten litres in the jug. Then take some water out of the tub to fill the 12 litre jug all the way which should be two litres. You then should have 8 litres remaining in the tub.

Fill the 12 lit jug and pour water in the empty 17-lit jug, the 17 lit jug will have (17-12) = 5 litre empty space. fill the 12 lit jug and pour water in the 17-lit jug, 12 litre jug will have (12-5) = 7 litre. Fill 17 litre jug and fill remaining space in 12 lit jug to get (17-7) = 10 lit water in the 17 lit jug. Empty 12 lit jug and fill it with water from the 17 lit jug. 12 lit jug will now have 10 lit water. Now fill it with a newly filled 17 lit jug. Then the 17 lit jug will have 15 lit water. Empty 12 lit jug and pour the water of 17 lit jug to fill it. The 17 lit jug will now have (15-12) = 3 lit water. Pour this into the buthtub.
Empty both jugs and Fill the 17 lit jug and pour water in the empty 12-lit jug, the 17 lit jug will have (17-12) = 5 litre water. Pour it in bath tub to get 8 lit of water.

Fill up the 17 liter container, pour the contents of this container into the 12 liter till the 12 liter container is full, what you have left in the 17 liter container is 5 liters.

Now fill up the 17 liter container 3 times, each time pour the contents into the 12 liter container until it is full. Discard all full contents of the 12 liter container, (you would empty the 12 liter container 4 times for a total of 48 liters discarded), what is left is 3 liters.

get a very clean bucket with at least 20L capacity

a) fill the 17L jug
b) pour the 17 L jug into the12L jug leaving 5L in the 17L
jug
c)pour the remaining 5L in the 17L jug into the clean bucket
d)repeat the first three stages 4 times until you have 20L in the bucket
e)pour 12L from the bucket into the 12L jug leaving 8L in the bucket

Why do you need 2 jugs? the 12ltr one will measure it OK, just read the little marks on the side.
