The intent of program had been to bag fecal mater as dry pellets. program was scrapped after facility burned. when they got lemons the didn't make lemon-aid. Could they have re-engineered it to burn sludge as fuel for electricity and just scrub the sulfer laden smoke?

There are all kinds of by-products used by co-generation plants. The key is to use the energy you get from a waste process you have to perform. Usually sludge is easier to dispose in other ways than burning.
