It's all about pragmatics, or social implications. If it was written with an exclamation mark, I would see it as a positive thing. If it was written with a period, I would see it as sarcasm or as a negative thing. I think it's interesting that your principal wrote on your report card. Mine never did that. Obviously, your report card was good, so congratulations and keep up the good work!

It can be used both ways. You determine if it +/- by the context of the conversation. With your Report Card, if, you have done better, then you know it a Positive remark. If, you been doing worse, then it most likely a Negative remark.
So, if you understand what I just said; "Way to go"! ;-)

It is positive, however its possible for someone to say it sarcastically and the phrase takes a negative overtone. But, if your principal wrote it on your RC, I am sure he meant it as a compliment.

Yes, its positive it's from your principal in that context.

Sometimes, people might say it sarcastically. Just like you'd say "Good Job!" when someone crashed into something. But it isn't used sarcastically very often.

It depends on what it is referring to, a good grade would be a compliment . .
Usually it is a verbal remark & the tone of voice tells you if it is a compliment for something done well or
sarcasm for a screw up.

If said positively, it's good - as in on your report card. If said sarcastically, it could be negative.

generally speaking it is a positive thing to say, could only be negative if it was said sarcastically, odds are that it was a positive remark

On a report card? Sounds like positive encouragement to me! "Way to go" is another way of (proudly) saying "you've come a long way!"

It's positive. And if it's written on your report card there's no way it is sarcasm. Teachers don't give such sarcastic feedback on report cards.
