What virus? When you find out the answer to that, all you need to do next is just find a suitable culture medium- such as a host cell... And put this medium with viruses in the correct environmental conditions and there you have it.

I assume you are talking about retroviral or adenoviral transfection systems? There are several cell lines that are used to culture virus particles. They are often called packaging cells since they are only used to produce virus for infection of other cells.
