I'd like to have several pages of html written for different countries then have them directed to the appropriate page based on their IP address and language automatically. (The state is optional.)

First, let me say that it is not only possible but quite common for this to be acheived. Google does this and so does MSN. I have noticed it on at least a dozen web sites with some even welcoming me by mentioning my exact city. The process must be related to detection of the trace rout of my IP address. You should try some such keywords in a search engine and see if you can find the software you can use for this.

Secondly, let me say that I hate this feature as I live in China but I don't read Chinese very well and I don't want to see most web pages in Chinese. Getting the page to appear in English is often quite problematic or seemingly impossible. That's the main reason that I don't use Google at all anymore. Yahoo is much smarter.

Instead of this "feature", you should consider what 99 percent of web designers do and offer the viewer the choice of language by a simple flag image that is linked to the proper language page. There is an old saying in the printing business that applies here: Just because you can do it doesn't mean you should.

There is no reliable way to do this. You cannot tell for sure where a person is located when they are browsing.

You can ask the person to enter their zip code and store it in a cookie - this is probably the most reilable way.

you could desire to locate the information superhighway internet site (for each state) for their statutes, or perhaps legislature. as quickly as you detect that seek for the criminal code, and the financial ruin could maximum probable be observed as "Definitions" or something close to to that. as quickly as you do this you would be able to get the regularly happening sentences and punishments for legal's and Misdemeanors. next locate the statute for the crime you're thinking approximately and seek for the point of offense i.e. classification I legal. Then pass verify the point with the sentence in the definition financial ruin. that's how i could pass approximately it.
