Do you mean the hydrological system? Nature takes water from the big reservoir called "the sea" by evaporating it with sunshine. The water vapour gatherrs in the atmosphere as "clouds" and when enough has gathered and cooled at high altitude it falls, often on land, as "rain". That's how we get "fresh" water. Rain drains off the land in "streams" which merge into "rivers" that (usually) flow back into the sea. Humanity gathers some of the rain at or near where people live and puts it in man-made structures like reservoirs and pipes, cleans it up if it's dirty, and distributes it to houses. People use it, flush away waste water, and then the water board gathers that as well and recycles it so it all gets thoroughly well used.
