I am legally blind... and yes I can cry.
Most people can't see due to something wrong within the eye itself or the nerves that connect to the eyes, not anything outside of the eyes (like the tear ducts and whatnot).
There may be a few people who by some unfortunate accident had some of the nerves around the skin surrounding the eyes damaged and thus cannot "cry".
I know of one man who had his entire eye removed (due to damage from an accident) yet he was still able to cry from that eye.

Yes of course blind people can cry.You should know that crying is not dependent on eye sight.It is also true that the functioning of the eye is normal in blind people except the fact that only one part may be lens may be the part where the image is created or any other part may not be working properly.You must have heard that such and such fellow got the donated eyes and can see now.Here it is only a part which is defective is replaced to enable a person to see (to make his eye functional.)

Yes, sight and tear ducts are separate mechanisms.
Blindness can involve problems in various portions of the eye or the nerves that lead from the eye to the brain.

Of course they can! The lacrimal system is independent of the visual system, and only people with certain systemic (connective tissue) disorders can not cry emotional tears (and it's rare). If a blind person has disorders of both systems, then no, they can't.

They can unless their whole eye socket was crushed or seriously injured. (If that is the reason they are blind.)
