Not to diminish your Q, but efficiency begins in the tank, with the "Guts" of the process.
If there is a blockage issue or a slow/inefficient FLUSH issue, it's a relatively easy fix, without adding more pollutants to the environment.
Check the mechanisms to determine water level in the tank,,, being sufficient. Check that the FLAPPER, or other mechanism blocking the immediate drain opening, remains open long enough to actually allow the prescribed amount of water to accomplish a FULL FLUSH. If all that seems intact, decide that it might be blockage in the toilet itself,,,IE: the P trap type curving of the drain opening in the appliance, before it gets to the Drain opening.
