People who can spell?

Civil servants is the general term. There are thousands of them.
Postal workers. IRS workers. Social Security workers.

In general, the best term to use, is civil servants. Their job is to help, to serve, the general public. They usually get paid way to little for their work as compared to private sector jobs that have the same duties.
