From an Officers point of view trying to carry out his duties the need for restraints and arrest are usually carried out for obvious reasons whether it be for the service on a perp for an out standing warrant or some other type of crime. There are a couple of different ways to resist an arrest either Aggressively attempt to fight, kick, spit, bite ect, or theres the passive resistance that picketers or marchers use buy sitting and refusing to move when instructed to do so and they are physically carried away.
So yes my friend you can be considered restist arrest even after being handcuffed.
I had a guy one night after being cuffed and stuffed and secured in my Mustang 5.0 State Patrol Car, while I was dealing with his gun toten partner in his car , he unbuckled the seat belt and slid his arms past his butt down his legs around his feet and got his hands in front and was half way over the console when I saw him, I fought that doped up perp for 15 mins the whole time he was screaming kill me, kill me with demonic tones. He later at the jail tried to drowned himself in the nastiest of nasty steel jail holding cell toilets by sticking his head down in the chemicals. So you best believe he had additional charges attached for resisting etc..

Yes. All you have to do is to look like you want to get away. And YOU should be arrested and handcuffed for your spelling.

Yes, if you are kicking or biting or trying to run or headbutting. There are any number of ways you can resist arrest after being handcuffed.

Yes, lots of the really stupid ones try to kick officers or bite them, even kick the windows out of the patrol car ALL while handcuffed . . . they are still resisting !

I think it's funny, and I've only seen it on Cops, but when they're like... get your hands up or whatever, and the "criminal" is being totally cooperative... and the police pummel them as if they are "resisting" Tee Hee
