I've heard that wood chips are bad for grass until they fully decompose in a year or so. If I spread the dirt pile including chips now can I seed it in the spring?

i can tell you this for sure.if there is any part of this stump above ground, drill at least one inch diameter,deep holes into it, fill holes with saltpeter, keep these holes'loaded'all summer and fall. then yhis stumpwill slowly burn out by the roots if ignited. thisburning process is slow but very effective

The wood chips will consume a lot of nitrogen as they decompose so add some fertilizer and seed, and you're still sitting here???

why not rake the wood chip out of the dirt and dispose of them
