Only the orthodox wear a wig and it's because only the husband should be permitted to see his wife's hair. Rather than wear a scarf most women prefer to shave their hair off and wear a wig.

They're following their interpretation of Leviticus 19:27. As for the women wearing wigs, in the Middle Ages the idea grew up among them that the hair of women emitted rays to cloud the minds of men, and for their own protection their wives should have shaved heads. They wear wigs or scarves in public.

This only applies to strictly Orthodox married women, who will cover their hair so that only their husband can see it.
Contrary to previous answers, there's no requirement to shave the hair first - the wig simply fits over the top of the existing hair, which doesn't even have to be that short. In fact frequently the wig simply reflects the women's own hairstyle, which some people think sort of defeats the whole purpose.
Only certain sectors of the community will do this - sephardis, for example, prefer to wear headscarves.

I think when they get married theyhave to shave their hair off. Only their husbands are allowed to see their heads so they wear either head scarfs or wigs.

its a religious thing most Jewish women do this but have been to polite to ask........ is it akin to the veil thing (Muslim woman) don't know just think its foolish like the veil thing taken woman kind back centuries stand up and be counted you cowards sorry guys its a female thingy

I have heard,dont know if its true,that they have to remove all body hair before marriage..like I said I have no idea if its true.
