the out side unit is new, 1 month old. maybe the fan is not getting the right voltage to get started?

Call the person who installed the new A/C

I recently came across a problem like this, only the furnace ran but the a/c didn't work. i ran new wires from the indoor unit to the outdoor condensing unit. There was a short in the line. So, im guessing you have a short in the wiring somewhere. I would run new wire from the indoor unit to the condensing unit and that should run the a/c. Furnace i would just replace the wires. You can also run new wires to your thermostat.

is thermostat level ? if it is set the heat to on and then got to main panel and turn off breaker or fuse for 2 minutes then put it back on...wait 90 seconds without touching ANYTHING as gas or oil furnaces have a delay for venting purposes (safety). If this does not start after this procedure call the person who installed it...

if you have a digital thermostat and a gas heater on the back of the thermostat there is a setting for gas heater or electric so make sure you're on the right one good luck

I love when clueless people diagnose why mechanical systems don't work.
Either the blower motor is getting full voltage or no voltage. It's operated by a relay not a transformer. DUH.
