A virtual image means that the image is formed not on a screen, but on the retina of your eyes, thus giving the illusion the object is there. However, it is not neccessarily true that virtual images only form behind the mirror.
Actually with a clever set of concave mirrors, you can produce a virtual image in front of the mirror. This would look just like a hologram (although holograms are a totally different kind of optics). There are toys based on this principle in existance (mirage mirrors). Take a look at the links, these are just examples.

The real image is the one that can be captured and seen by a screen whereas virtual image means that the image can not be captured but only can be seen.
In the case a mirror, the image is reflected and so it looks as if it is behind the mirror.
In the case of lense, the image of the object is transparent through the glass and is formed on a screen which is at the same axis of the object.
The difference between these phenamena is transparent and reflection. Also transparent true image formation depends upon object disance with the lenses.
While a convex lens yields true image at acertain object distance, the concave does not.

LAWS OF REFLECTION IMPLIES A VIRTUAL IMAGE FORMATION FOR A PLANE MIRROR AS IT SEEM AS IF THE IMAGE IS BEHIND THE MIRROR AND AT RELATIVELY AT THE SAME DISTANCE FROM THE MIRROR.ONLY VIRTUAL IMAGES ARE SEEN BEHIND THE MIRROR BECAUSE OF THE DEFINATION OF SUCH IMAGES.

Plane mirror is not only form virtual image its form real image also..... image always depend which kind of reflected rays our eye is getting if its diverging rays then image will be virtual and if our eye is getting converging rays then image will be real....
best of luck...
