It is a matter of size. Low frequencies have longer wavelengths and are produced by a larger larynx (voicebox).

A man and a woman voice is the same at childhood. Woman voice will remain the same even after going through puberty, but a man voice will "break" and deepen, causing the gruffness. In that time, a man also developed the so called "adam's apple". In actual fact, woman also had adam's apple, but it is too small to be noticed. Hope this infomation helps.

It's all in the testicles, literally!

If you were to take steroids for whatever reason, your testicles would shrink, causing your voice to get a higher pitch.
