It is a matter of size. Low frequencies have longer wavelengths and are produced by a larger larynx (voicebox).

A man and a woman voice is the same at childhood. Woman voice will remain the same even after going through puberty, but a man voice will "break" and deepen, causing the gruffness. It's all in the testicles, literally!
If you were to take steroids for whatever reason, your testicles would shrink, causing your voice to get a higher pitch.
