I think it has to do with focused energy. When someone is looking at you, they tend to focus their energy on you and I think that your energy picks up on that (hence the hair on your neck standing up when someone is watching you).

I remember reading about a study testing the idea that you could 'feel someone looking at you'. The test subjects would sit in a chair facing away from a tester. Half the time, the tester would stare intently at the subject. Half the time, the tester would ignore the subject and focus on doing something else. The subjects were then asked to report whether they believed the tester stared at them or not.
Needless to say, there was no correlation. No matter what the tester did, the subjects were equally likely to feel stared at.

If you think you can do this, you are deceiving yourself.
It is easy to test for this effect experimentally---inexpensive and relatively simple.
This effect as been tested many times in well-defined experiments, and there is no "psychic" effect. Of course brains are well adapted by evolution to pick up on tiny clues in the environment that one is being watched---it's an obvious survival skill. And finding the eyes, and watching them for intentionality are the next step. The clues can be subtle and unconscious. But there is no strange physics here.

You pick up on very subtle signs. That may include peripheral vision, the minute sounds and vibrations caused by the person's presence, and perhaps some as-yet-undescribed "sixth sense" that gives you more information about your surroundings. All of your senses combine to give you the information that someone may be looking at you.

Eyes are very directional. However when one thinks some one is observing you most of the time it appears that way.
You can tell if a man is looking at you if he smiles.

You don't, when you turn around to look the person sees the movement and looks at you. Then you make contact and it looks like they've been looking at you.
