the reason why some people are saying 28 june 1914 and some people are saying 4 aug 1914 is because the incident which is widely believed to have led to the war (the assissination of Franz Ferdinand in Sarajevo) occured on 28 June 1914, but Britain did not actually declare war until August. Following the assisination of Franz Ferdinand, there was huge unrest in Europe. Austria-Hungary wanted to punish Serbia, whom they blamed for the assissination, but Serbia had Russian support. Therefore, starting a war with Serbia would mean starting a fight with Russia. And as the 19th Century had seen the development of alliances and ententes across Europe, picking a fight with Russia would've meant a fight with Britain and France. Similarly, Austria-Hungary had an alliance with Germany (and Italy - although Italy kept out of the war until 1915 when she joined on the side of Britain France and Russia), which meant that they could get German support in a war.
Anyway, eventually an ultimatum was issued to Serbia, and this lead to the war. But the assissination of Franz Ferdinand is considered by many historians as just a proximal cause of the war, whereas the actual cause was more complex and has a lot to do with the alliance systems and with international rivalry.
Anyway, although the 1stWW started in August 1914, not all the eventual combatants were involved from this date. Italy did not get involved until 1915, and the US didnt get involved until 1917, so start date might depend on who's perspective you are looking at it from.
