no, i would think that he could drive cause i un-park my car every time i get into my car to go somewhere. My car was parked and now i am un-parking it and moving it!!!

Umm, not only would I think that this person couldn't drive too well, but I would also think that they weren't that bright to begin with.
First of all, do you mean, shifting gears from Park to drive or do you mean removing a car from a position where the car is placed in Park, and the engine is not running.
Either way, the car is not being un-parked... The gear is being shifter from park, to drive, or reverse or whatever, and moved from its stationary position....
Did this person get their License as a Cracker Jack prize or something?
