Some consider Flash Gordon and Buck Rogers to be super heroes. Even though they didn't have super powers and fought mostly s/f menaces, they still fit the criteria. Look at Adam Strange, the hero of Rann. I'd call them adventure heroes, at the very least. Check out the entries on them at Toonopedia.

Absolutely! A superhero is determined by his or her extraordinary actions, not whether or not they have powers.
Batman and Robin didn't have superpowers either, but most comicbook fans would agree they were also superheroes.
