Follow the procedure:
Tools>Internet Options. In the homepage box, type the website which you want to be your home page. that will do.

Got to Tools, Internet Options
On the top where it says home page there will be a web address highlighted, you can change it to whatever you'd like and select ok.

1) open web page.
2) go to Tool menu. then click Internet Option.
3) IN general tab click "Use blank".
4) Apply
5) Ok.

The previous answers all make sense, however, if indeed you have properly used the internet settings options then it may be possible that your system has been infected by certain "malware" classified as "browser hijackers".
It's not clear to me what web site you are referring to but if it is trying to sell you something this is most likely the case.
What you need to do it obtain a spyware/adware removal program and remove this minor virus from your PC. Search the web for free versions of Lavasoft's Ad-Aware & Spybot. If nothing else they will assure you that your system is free of infections.

I don't have a web page !!!! You need to change you HOME PAGE (Internet options - general - and then type in the address of the page you want!)

Are you using "plain" IE, or a version supplied eg by BT? Sometimes these are hard-coded to always have a set startup page. Try locating and using the basic IE, which is probably also on your machine somewhere.

One thing you can do is download mozilla firefox. It's another search engine like internet explorer only not as many viruses are targeted at it. it takes you to a google search engine when you open it. But if you want to keep internet explorer then just go to your control panel click on network and internet connections, then just click on internet options and it should take you to where you can change your homepage.

Well YOUR webpage is more annoying than MY webpage!! Esp as I dont even have a webpage!!!
I dont see what the problem is, if youre setting a new default webpage then this should mean the 'correct' / not annoying webpage is displayed when you start using the internet
