You can optimize performance of hdd using Windows hdd manager
or you can do it using special software for example Acronis Disk Director Suite.

That is a tough question because xp is set up to allow for individual customizing...depending on what you want to do it can be set up to always open certain files at boot up, after log in etc. Also xp can be used to create "style" type performance...one style would be for business apps another could be strictly gaming and another could be just for the Internet all on the same PC. It would be my suggestion to read up on xp and select the options you want and feel the most comfortable with...just remember to back up all your information and set a restore point before you start.

Remove unneeded programs
Make sure you have all the current Windows updates & current device drivers
Run disk cleanup
Defragment...
And reinstall Windows every 12-18 months.
