It's a variation of Dicto Simpliciter (sweeping generalization).

The error is in the presumption that there would be no other cause for the fish mortality than the one listed, but this is not even asserted, let alone demonstrated.

Most of the time you see this fallacy going forward to erroneously "prove" a likely result where the actual 1 to 1 causation is lacking, this example goes in reverse proving the causation by assuming the 1 to 1 relationship.

It isn't Post Hoc Ergo Propter Hoc, because that is presuming a causal link between two events that each are known to have occurred. Here, we are seeking to prove the occurrence of the prior event.
