Go to My Pictures; select the picture you want to set as desktop background; right click it and choose 'Set As Desktop Background'. Alternatively, do as sandy said. You get a wider variety in Properties.

Actually, BLUE is my favorite color! I was in the Air Force over 20 years, because everything was BLUE there!
Then, they made us all wear Khaki (with blue hats, caps!), Olive Drab (with blue name tags!), and the final insult was having to wear camoflage that was the mid-temperate pattern (but, still, with the blue hats, and a new toy, the blue 'bippy' or bib, to cover our white tee shirt target triangle!), in the deserts we were to deploy to!
The Congress finally funded the Uniform Board so we could pay out money for MORE uniforms, that weren't BLUE! They were the "Desert Pattern Camoflage Fatigues" !
How I missed the jungles of South East Asia, and fighting in foreign countries we weren't even at war with! Laos, Cambodia, Northern Thailand, the P.I., Panama, Mexico, small islands in the Carribean!

Please post the question the SMART way, http://catb.org/~esr/faqs/smart-questions.html including the exact make, model, serial number (assembly line modifications in the assembly process require this!), which of the 800+ Operating System it runs, whether you are on AC or battery power.
And, have you reset the system board? (Mac has this feature!).
Plus, did you drop it? abuse it? Dog peed on it?
Have you contacted the maker's toll free number, or the website "Support" forum?
In fact, what have you done for yourself, in a personal, responsible way?
DO you really expect the Yahoodiots here to be psychic and read your mind!? Did you expect the Yahooligans to actually KNOW anything about computers?
I think you need to re-visit your village, and reclaim your former position, if it is still available, and think about this very long and very deeply. Ask questions there, and you might get promoted to Head Idiot!

Any writing on the background? If so, please post the message. May be the dreaded "Blue Screen of Death".
If not, then it may be an issue with your login profile. The blue background you are seeing is a default profile background, but the desktop is not loading.
Try rebooting the PC in Safe Mode. Turn on the PC and repeatedly press the F8 key until you get a screen that offers you Safe Mode as an option. Hopefully the PC will come up in Safe Mode. If it does, reboot and hopefully the issue will be resolved.

Check your monitor connection or your monitor... could be your harddrive is defective. I may have heard someone say something about a bad RAM card could do something like that.
The first thing I would do is hook your comp. up to another monitor to check that.
If that does not solve the issue then get a buddies ram card and try swapping that
If that doesnt work then try getting someones harddrive and swapping that.
Just try and pick away at possible problems like this and you should have it pinpointed in little time. Good luck

select the picture u want..........
