Say hello first, and try to chat for at least a minute, then ask if he is doing anything on a certain day/night, and (if he says he's not doing anything) ask if he would like to hang out or go to a movie or whatever.

While there are many pickup lnes out there that help lighten the mood, my suggestion is to simply just ask! While rejection can be upsetting, I find it even more upsetting to know I was too much of a coward to ask.
Remember, if you don't ask the question, you won't get an answer!

you're asking this in Arts&Humanities?
Dating is much easier when you make it about the activity instead of about the person. For example, instead of asking him to go out with you (a person), ask him to go with you to a concert (an activity). if you both have fun together, then it lays a groundwork for a relationship. (The bonus is that if he's kinda boring on the date, you still get to enjoy a concert that you like).

Strike up a conversation first...find something you both like to talk about, books, movies, whatever...movies are good...you could say "Hey have you seen the latest....whatever movie you think he will like.....and if he says no say "Why don't we go together? I'd love to see it, too?
