When the people in those countries demand it.

Most average people who have a good standard of living are perfectly happy to let their government do as it pleases so long as their standard of living stays high. They don't stay educated about their government's actions or policies, and have no basis for comparison to the truth when media sources feed them propaganda.

A country which consists of educated, responsible citizens who demand accountability and transparency from their government isn't going to have the problems you describe. They will not be easily exploited.

All forms of government are corrupt but what are we supposed to do? Revolt and have total anarchy?

As long as it profits them, they will continue. They'll probably never stop the propaganda, because they have too much to gain.
