If you have fungus or mold inside your humidity level is probably to high. If you don't have central ac which removes much of the humidity you can get a dehumidifier to remove humidity from the inside of your house. You can purchase an inexpensive humidistat that will tell you what your humidity level is. If it is more than about 55% its to high.

yes you have got to kill the fungus in order to remove mildew . not sure where you have the problem but a couple of tips are -- hot sun ; a weak solution of water and bleach(1 in 4 ) ; that' s 1 part bleach to four water ; or pretty well any commercial cleaner such as c.l.r. but be mindful that it can take the colour out of most anything , otherwise it gets a bit more technical ( i.e if it's on your wallpaper or clothes ) . but listen if it is just straight mildew gotten out of hand try the recommendations I've panned out at the top of this answer . good luck.
