I agree. Use Microsoft gif animator. Make a psd and move the text around where you want it to go. Then save out the different text positions. Bring it into Gif animator and set your animation.
Gif animator is user friendly and free. Good luck!

Make a series of pictures. Use freeware mircrosft gif animator to make a gif file.
Or use another freeware (Gif maker or something) its not royaly free though.
If you dont want animation, just use irfanview to change a text file to gif picture using save as... after opening it up and choose gif as save type.

there are many ways but the common in all u have to make a series of the various images
i would be the easiest one to create then if u know how to use flash
