Greetings!
The intent of the bill of rights was to guarantee that everyone would be entitled to certain unalienable rights, as per the theme of the Revolution.
The actual bill lists specifically those rights that you are entitled to.
Now the tricky part.
The Constitution was drafted by well meaning common men. They obviously though well meaning had written a document the states would not ratify. Thus it was broken. The Bill of Rights when presented as amendments to the the Constitution, pretty much gave the states what they were looking for in drafting a government post war revolution.
Now again I mentioned they were common men. As a result they made a huge mistake. They assumed that those who would come after them, would be like them.
By that measure if alive today, our politicians would have launched them into revolution number two long ago.
They as a result did not create an iron clad way to deal with anarchy.
Some forms of anarchy which exist today, Line item Veto's, Executive Power, War Powers Act, Executive Privilege, etc, etc, etc.
Most leaders we have had in the last 20 or so years are all guilty.
Driven by greed, lust, and a thirst for power this government has pretty much rendered itself useless.
The only thing which keeps it going is not the quest for freedom, Ala Bill of Rights, but instead distractions, like ipod, TV, pro sports, etc, etc, etc.

As it stands now, the bill of rights was drafted by the forefathers.
These freedoms as they stand now are determined by the Government for the people, instead of by the people for the people.
A new bill of rights, drafted and voted on by the people of America should be done.
The advantages of this are many, with a few examples.
1. The people of America can create their own free speech measures
2. The people can enforce their right to bear arms, and protect their properties
3. The people can establish freedom to enjoy luxuries without the fear of reprisal from Government.

The BILL OF RIGHTS , puts limits on government , "THE RIGHT OF THE PEOPLE SHALL NOT BE INFRINGED " .
Our forefathers had just won our freedom from a dictatorship and wanted protection from government .

It was used to protect the Rights of Individuals in our society. Unfortunately, with the new legislation passed, the only one that is still in effect is the one that keeps you from having to house soldiers.
