Please read the above two answers first which has covered some portion of your question.

Now about applying for pan card. I am giving you a web link. Please go through it. Download the application form Form 49A and fill it up. You have to give the residence proof. The NSDL people wants the original for verification. I do not know how you can arrange for it. At the same time the filled form has to be sent to them.

I advise you to send the filled form to one of your friends/relatives in India along with the original residence proof (Indian). If the form is correct in all aspects, then the pan number will be sent to your Indian address in 30 days time.

If it is not urgent for your, then you can apply for PAN when you visit India.

There is no last date for it. It is a continuous process.

In case, u r having demat account in India, u have to have the pan before 31.12.06 to operate the said account after that day.

PAN can be obtained any time during the year.

It is compulsory for any return filling person to obtain PAN in India.

It is mandatory to quote it in your return or any correspondence with the income tax department. It is like your identity in IT Deptt.
