Most states will have a list in their statutes regarding the minimum time served for felonies. Some are 50%, some 85%, some full time. Your lawyer can guide you.

Well first off the inmate is pretty much accountable for that. They are reviewed at their minimum date, so say they got 2-4 years, at 2 years they can be looked at for parole, however if they have institutional misconducts or have not completed mandatory institutional programs, they will be denied parole.
