Does Pune, India have DSL service? If so in what areas and cost?

Dont use Dishnet DSL. I had very bad experience of them.
It is better that U get DataOne broadband connection from
BSNL which is ADSL2 and costs only Rs.250/month. U have to
approach Ur service centre nearest to U. It is also possible to
fillup form and register online then BSNL will call U. It is available
in entire Pune metro area and some more places like Baramati.
In India QoS policy is never adhered to by service providers and one shouldnt expect great service. Also there is problem of power cut during which U may not be able to access. Still it is
better and cheaper than others.
