Sorry i don't think i phrased the question properly i meant, like if american was just living in some sort of bubble but underwater, i wasn't refering to hurricane katrina or anything

Absolutely not.
Look at how much chaos Hurricane Katrina caused in America, and that was only one small part of the country.
If America was under water, they would have to spend all their resources on evacuating people and have no resources left for international affairs, apart from asking countries to take refugees running away from the water levels.

It depends if the rest of the world is underwater too. If only the U.S. is living in an underwater bubbleland, then they would obviously be a superpower. How would've they had the technology to do so otherwise? It's amazing to think about, really.

It didn't look like much of a superpower when New Orleans was under water after Hurricane Katrina in August-September 2005!

maybe...cuz apparently they have kept up this super heap of resources (oil and stuff)...and if they're underwater, they'll start developing this heap of super floating fortress technology thing and sell it off to other underwater countries that are yet to develop such thing. They can then use this floating fortress to be a superpower...so all in all...there aren't many natural ways to destroy amercia's superpower
