What usually works is to strip your computer of anything that's not needed for it to boot to BIOS and so on. That said, strip it of anything but CPU, CPU-fan.

If you don't get a CPU error but a RAM error (because you have no RAM installed) start adding the components one by one and check the error messages you get. If you get a CPU error it's most likely that your CPU is at fault (although it could still be the RAM so I'd suggest to try the next steps as well).

Add RAM. If you get a RAM error message check your RAM with a tool like Memtest.

Add your graphics card. Add your soundcard.
Add your harddisks. Add the other hardware you might have.

Never add one than more component at the time. The time your PC won't boot anymore or you get an explicit error message like a RAM or VGA error it's likely you've found the culprit.

Good luck!

If your computer hangs or reboots while you are working on it, it could be a problem with device drivers, hardware or software. This problem can be solved by uninstalling new softwares, updating device drivers and making minor configuration changes. Detailed instructions at http://tinyurl.com/yk5zpr
