There would not be a war in Iraq. It was a war of choice.
Gore was one of several members of Clinton's outgoing administration who tried to warn the Bush people of the need to take immediate action against Al Qaeda. He clearly considered it a #1 priority especially since the CIA had just determined that Al Qaeda was responsible for the attack on the USS Cole. The Bush people ignored these early warnings, but Gore planned to kill and capture Al Qaeda for the Cole bombings.
I think Gore would have gotten Bin Laden and his command structure before September 2001. Bin Laden was not in deep hiding until after the hijackings. Assuming he did not succeed right away, it's important to remember that Gore is a persistent wonk who is attentive to detail.
Gore would not have ignored the CIA briefings in July and August 01 warning of an imminent attack in the US by Al Qaeda. Even if the hijackers were not spotted in advance, airports would have been on alert sufficient to snag them.
N. Korea would not have nuclear weapons. The Clinton plan was working and Gore would have dealt with them in a similar way, despite the fact that they were difficult to "talk to".
The US would have continued to support Israel, but would not have given it carte blanche to bomb Lebanon. Gore would have immediately restarted the talks to establish the Palestinian state. There was nearly an agreement in December 2000, and Gore fully understood the importance of the Palestinian issue. Bush totally stopped all US brokering of the two state solution.
Basically, Gore would have left alone Clinton policies that were working. He did not have the agenda to do the opposite of whatever Clinton did, which was how exactly George started out his tenure.

Gore is a brilliant man but a horrible politician. We would be dealing with a whole new breed of stupid if Bush hadn't stolen that election. I can't say what might have been, but I'm willing to guess that we would have been just as unsatisfied with Gore, but probably for different reasons. He was very nervous in politics and he should've been, because he was not good at it. As president he would've cracked under the pressure and ran back and forth to please everyone, eventually pissing everyone off. Bush is bad, but I don't think Gore would have done much better.

it is ordinary to purpose to get human beings mad by using throwing basically a splash fiction at them! right this is my rewrite of Gore's speech: "we've been attacked on our own place of delivery. we will no longer relax till the accountable have been punished. as a result, we can pass to Afghanistan and root out the Taliban and Al Qaeda terrorists responsible for this heinous act. we will not pass away till ultimately we've performed this. considering that we are conscious that no different u . s . a . is straight away in contact in this attack, we heavily isn't invading the different u . s . a ., as this could dilute our concentration on the country the place the subject arose."

Not much. America probably would have had another terrorist attack. Remember that Al Gore conceded soon after the Florida Supreme Court decision (he could have appealed), and remember that in the months following election, Bush enjoyed greater than 80% approval rating in public opinion polls of all Americans, and that Bush was re-elected and received more votes than any US President in history. Just the facts.

We will never know since Bush and the Supreme court stole the election from him but one thing is for sure, there is no way that it could not have been any worse then the Bush debacle.

Al Gore would have continued expanding Clintons administration policy of exploring selling missles to appease North Korea.

We would not have invaded Iraq. There were no WMD's and Gore would have been smart enough to know that. Dumbya just hears what he wants, and if he hears what he doesn't want to hear, he tells the person to say it to his liking.
