Approach them politely saying you appreciate that children are very active and exuberant but perhaps they could try and be a little quieter as it disturbs you sometimes.Be nice about it. Difficult because children are like that, bundles of energy however the fact they live upstairs regardless of that, the parents should show some consideration.

The talking to the parents,landlord or moving out options must alread have occured to you but apparently not found feasible. Have you ever thought of befriendlng the tiny tots? Throw kisses at them when the pass down and up the stairs or though the window. Ask them in some time for a small party, enquire about their preferences,feign an interest in their progress in schools. In fact, sometime let them in your room and let them play around. You will be surprised to find the way they would come round. They would not disturb aunty. As time goes on you would find that the prattle and the crying and running here and there of the children, far from disturbing you, would provide a great diversion for you. I have tried it with excellent results. I would even baby-sit them when their parents were out occasionally.

Talk to the parents and to the landlord but kids are going to be kids.Maybe the parents could set a time in the evening for the children to settle down.I feel sorry for you.Good luck.

You may want to try to talk to the parent(s) of the kids and let them know how much noise the kids are making and how it disturbs you. There is also the option of contacting the manager of the apartment building and bringing his/her attention to the matter.

if you have tried to talk to them and you found no result then move or make life miserable for them so they move. or you could try the landlord route. you may want to look in to harrasment laws or disturbing the peace laws. other than that you might be stuck.
