I have a Honda Civic 5 door 1997 car and the fans do not work when on 1, 2 or 3, i have to put them on full for anything to blow out.

Does anyone know why this is?

It is most likely the resistor, and it is usually located inside the heater compartment. You should see a plug in with about 4 wires attached not to far away from the heater motor

sorry can't answer your question, but just wanting you to know that i have the same problem with my 2002 dodge stratus... after this dodge, i'll never get another.....i have to go get another issue checked out so i will ask the guy about my fan as well.. if i get any add'l info, i'll repost!

The load resistor is blown

check to see if you have a blower motor resistor
if you don't then your fan switch is bad.
