Most phones don't have a gps system inbuilt but what all cellular phones have in common is that they work by logging on to the wireless grid of receivers. There are services available on the internet that allow you to locate your phone via this method but I have never come across one that allows you to enter any random number to locate any phone. They usually request that you confirm tracking by sending a text from the phone. But still in theory it is possible as long as it is switched on (or if not it may tell you the last place it was). To find your phone you may have to do more research about accessing this data. It can't pin point your phone but will tell you in witch grid it is. Grids are a few hundred meters square.
