It is too far. The the small islands that are U.S. territories are small, and easy to access by sea. The Philippines is far, too stretched, and if it was part of the union, it would've been the most violence state in the U.S., having armed rebel groups such as the Abu Sayaf, and it would pose the greatest threat to American security in general.

The Philippines benefited from the U.S. in the form of military aid. The USA benefited from the Philippines by having as an ally a country that believed in its democratic principles, and has allowed itself to be a base, formally, and then informally, to serve its interests in the region.
