The ancient instrument is called an astrolabe. The modern one is called a sextant.

You can construct an inclinometer by hanging a weight from the radius point of a protractor. After doing this, it should become obvious how to measure the angles. In my work we use a theodolite or electronic total station, but these instruments cost thousands of dollars. If very accurate results are required, you may have to rent, borrow or buy one of these or a surveying transit.

An inclinometer can be used. I have no idea how you would make it.. im guessing using a protracter and a pencil and lining up the pencil to the object..
