The clip is of a house that had x-mas lights on a computer circuit so they blink with the music. I believe it was a distraction to local motorists and caused a traffic accident and had to be shut off.

I couldn't see the clip but most likely it's by the Trans-Siberian Orchestra because I've seen a few clips like the one you are talking about.
