It is almost the most efficient use of building material. Some scientists came up with a marginally better design...Very marginal

How...Somehow it's built into the bees genetically.

hexagonal is the most efficient of the ways to "pave" the plane using simple geometrical shapes, and the one offering a shape closest to the shape of a larva, which is basically round when seen "standing up".

it is also the way that uses the least material as each cells shares each of its walls with another cell.

even if you started out with bees trying anything (as you could, say, simulated in a computer program), after not many generations the bees using the most efficient lay-out, hexagonal cells, would do better - they'd be spending less time building, less time collecting wax, etc.

so these more successful bees would develop more, and ultimately dominate the ecological niche.

which is exactly what happened, by the way.
